Thư gửi các nguyên thủ quốc gia 3/2023 - English
Dear Sir/Madam,
In 1973, before withdrawing from Vietnam, the United States signed two important treaties that we can now use to counter Chinese expansion in Southeast Asia:
a- The Paris Peace Agreement of 1973, stipulating the methods of ceasefire, the general election in South Vietnam and the method of National Concord and Reconciliation.
b- The Act of the International Conference on Vietnam, 1973, which was signed by 12 parties, which stipulates that the signatories respect the 1973 Paris Peace Agreement and the sovereignty and territorial independence of Vietnam.
In more detail, the 1973 Paris Peace Agreement signed on January 27, 1973, includes 9 chapters and 23 articles, which stipulate that each side must cease fighting on the spot, the United States and its allies withdraw from Vietnam. Within 60 days, and a General Election will be held in the South under international supervision, so that the people of the Republic of Vietnam are free to choose their leader.
The International Agreement was signed on March 2, 1973. There were 12 signatories including the Republic of Vietnam, the United States of America, the Democratic Republic of Vietnam, the Liberation Front of South Vietnam, France, Great Britain, Canada, Indonesia, China, the Soviet Union, Poland and Hungary.
This treaty has a total of 9 articles and the 4th article clearly states that the signatories will respect the independence and sovereignty of Vietnam.
Based on the above Agreements and attached documents, we have 5 reasons to ask China to leave the Southeast Asian Sea:
1- The Act of the International Conference on Vietnam: China commits to respect the sovereignty and territorial independence of Vietnam. Therefore, the fact that China occupied the Paracel and Spratly archipelagoes of Vietnam was a violation of The 1973 Act of the International Conference that they signed.
2- The Hague International Arbitration Court on July 12, 2016 made it clear that China has no basis to establish sovereignty over Vietnam's eastern seas and islands, especially in the main nine-dash line. the passage that China has declared
3- The map of China was drawn by the Qing Dynasty in 1904. In which the southernmost point of the map points to Hainan Island.
4- A map of King Minh Mang, Vietnam drawn in 1834, stating that Paracel and Spratly archipelagoes belong to Vietnam.
5- Map of meteorological stations in Indochina, including Vietnam-Myanmar-Laos drawn by the French in 1940, with two meteorological stations Pattle in Paracel and Ituaba in Spratly under the sovereignty of Vietnam
We undersigned to send this letter to the Governments, Congress of the United States of America as well as the governments of Great Britain, France, Canada, Indonesia, China, Russia, Poland, Hungary, Japan, Taiwan, South Korea, Philippines, Brunei, Malaysia... to ask you to bring this matter to an international meeting to ask China to implement what it has signed and withdraw from the Paracel and Spratly archipelagoes of The South Republic of Vietnam.
This International Meeting may be convened in accordance with article 7B of The Act of the International Conference on Vietnam of 1973 mentioned above.
Our Best Regards,

Dear Sir/Madam,
I am writing to you about the ongoing dispute between China and Vietnam over the Paracel and Spratly archipelagoes in the Southeast Asian Sea. As you may know, China's claims to these islands have been a source of tension in the region for many years. However, I believe that we can use two important treaties signed by the United States in 1973 to counter China's expansionist ambitions.
Firstly, the Paris Peace Agreement of 1973 stipulates the methods of ceasefire, the general election in South Vietnam, and the method of National Concord and Reconciliation.
Secondly, the Act of the International Conference on Vietnam, which was signed by 12 parties including China, stipulates that the signatories respect the 1973 Paris Peace Agreement and the sovereignty and territorial independence of Vietnam. These agreements clearly state that each signatory must respect the sovereignty and territorial integrity of Vietnam.
Based on the above agreements and attached documents, we have 5 reasons to ask China to leave the Southeast Asian Sea:
- The Act of the International Conference on Vietnam: China committed to respecting the sovereignty and territorial independence of Vietnam, and its occupation of the Paracel and Spratly archipelagoes violates this agreement.
-The Hague International Arbitration Court ruled- on July 12, 2016, that China has no basis to establish sovereignty over Vietnam's eastern seas and islands, including the Paracel and Spratly archipelagoes.
- The map of China drawn by the Qing Dynasty in 1904 shows that the southernmost point of China is Hainan Island, not the Paracel and Spratly archipelagoes.
- A map of King Minh Mang, Vietnam drawn in 1834, indicates that the Paracel and Spratly archipelagoes belong to Vietnam.
- The map of meteorological stations in Indochina, including Vietnam-Myanmar-Laos, drawn by the French in 1940, shows that two meteorological stations, Pattle in Paracel and Ituaba in Spratly, are under the sovereignty of Vietnam.
Therefore, we urge the Governments, Congress of the United States of America, and the governments of Great Britain, France, Canada, Indonesia, China, Russia, Poland, Hungary, Japan, Taiwan, South Korea, Philippines, Brunei, Malaysia, and other concerned parties to bring this matter to an international meeting in accordance with Article 7B of The Act of the International Conference on Vietnam of 1973. We hope that this meeting can persuade China to withdraw from the Paracel and Spratly archipelagoes of the South Republic of Vietnam, as it committed to do so in the 1973 treaties.
Thank you for your attention to this important matter.
Sincerely, [Your Name]
Trần Long
