Mr. Bui Van Trung: b. 1964. Residence: 277 Phuoc Hoa Village - Phuoc Hung Subdistrict - An Phu District - An Giang Province, is the father of another detainee, Mr. Bui Van Tham. Both are Hoa Hao Buddhists.  His sentence is 4 years in prison under Article 257 of the penal code, hampering government officials who were carrying out their asssignments. Arrested on 10/30/2012, he is currently in Prison Z30A, Section 2, in Xuan Loc District, Dong Nai Province.

Mr. Bui Van Tham: b. 1987. Residence: 277 Phuoc Hoa Village - Phuoc Hung Subdistrict - An Phu District - An Giang Province. He is a Hoa Hao Buddhist.  His sentence is 2.5 years in prison under Article 257 of the penal code, hampering government officials who were carrying out their asssignments. Arrested on 07/26/2012, he is currently in Prison A20 in Xuan Phuoc District, Phu Yen Province. His impoverished family faces difficulties in visiting him in such a distant prison.
Mr. Cao Van Tinh: b. 1974. Residence: 77, Thanh Xuan Village, Thanh Phu Disrict, Co Do District, Can Tho Province. He advocates for democracy and an end to the one-party system. His sentence is 4.5 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested in August 2010, he is currenly in Prison Z30A, Section 2, in Xuan Loc District, Dong Nai Province.  The government has prevented him from contacting his family and friends.

Mr. Duong Au: b. 1955. Residence: 145 QL20, Section 2, Dinh An Village, Hiep An Subdistrict, Duc Trong District, protested the government’s illegal confiscation of his land. Arrested on 6/28/2009, his sentence is 6 years in prison and 5 years of probation under Article 91 of the penal code, going abroad to foment opposition to the government.He is currently in An Phuoc Prison in Phu Giao District, Binh Duong Province. The government tortured him in prison in 2012. His health is poor.


Ms. Duong Thi Tron: b. 1947. Residence: Tan Hoa Subdistrict, Lai Vung District, Dong Thap. She is a Hoa Hao Buddhist who advocates for religious freedom. Her sentence is 6 years in prison under Article 245 of the penal code, disrupting public order. Arrested on 10/02/2006, she is currently in Prison Z30A in Xuan Loc District, Dong Nai Province. She suffers from low blood pressure and other ailments.  Her impoverished family has difficulties supplying her with minimal necessities in prison.

Mr. Duong Van Tha: a Hoa Hao Buddhist currently in Bang Lang Prison in An Giang Province. The government has prevented him from contacting family and friends.

Mr. Duong Kim Khai: b. 6/17/1958. Residence: Subdistrict 27, Binh Thanh Province. He is an Evangelical pastor. His sentence is5 years in prison and 5 years ofprobationunder Article 79 underof the penal code, plotting to overthrow the government. Arrested on08/10/2010, he is currently in Prison Z30A in Xuan Loc District, Dong Nai Province.  His wife passed away in March 2012, survived by a 21 years old son. His imporverished family has difficulty in supplying him with minimal necessities in prison.

Mr. Dang Xuan Dieu: b. 1977. Residence: Nhan Hoa Sub-Parish, Vinh Diocese.  His religious activities resulted in his arrest and the sentence is 13 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 7/ 30/2011, he is currently in Nghi Son Prison in Thanh Hoa Province.  He suffers from low blood pressure, stomach problems, psychological problems, and other ailments. The government has prevented his family from visiting him and supplying him with minimal necessities.

Ms. Dang Thi Ngoc Minh: b. 04/4/1957.Residence: 511, Kien Thi Nhan St., Section 3, Subdistrict 7, Tra Vinh Town, Tra Vinh Province. She advocates for an end to the one-party system. Arrested on 8/2/2011, her sentence is 3 years in prison and 2 years of probation under Article 79 of the penal code, plotting to overthrow the government. She is currently in Prison No. 5, Yen Dinh Son, Thanh Hoa Province. 

Mr. Dau Van Duong: b. 1986. Residence:  Vinh City, Nghe An.  He is a senior at the Information Technology College and a Catholic blogger who advocates for religious freedom.  Arrested on 8/3/2011, his sentence is 3.5 years in prison and 1.5 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam.  He is currently in prison in Camp 5, Lam Son, Thanh Hoa.

Mr. Dinh Nguyen Kha: b. 1988. Residence: Tan An Town, Long An Province.  He is a college student who joined the group Patriotic Youths. His sentence is 4 years in prison and 3 years ofprobation under Article 88 of the penal code, spreading propaganda against the socialist government.  Arrested in October 2012, he is currently in Prison T345 in Xuyen Moc District, Ba Ria – Vung Tau Province.

Mr. Dinh Van Nhuong: b. 1958. Residence: Tam Hiep Subdistrict, Yen The Disrict, Bac Giang. He advocates for the return of his land that the government had illegally confiscated. Arrested on 6/7/2011, his sentence is 4 years in prison and 3 years of probation under Article 88, spreading propaganda against the socialist government. He is currently in Nam Ha Prison in Ba Sao, Kim Bang District, Ha Nam  Province, and has poor health.
Mr. Doan Dinh Nam:  b. 1951. Residence: Dai Binh Hamlet, Hoa Quang Nam, Phu Hoa Province.  He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/6/2012, he is currently in prison in Phu Yen and suffers from poor health.

Mr.Doan Huy Chuong: b. 1985. Residence: Dong Nai Province. He advocates for workers’ rights. Arrested on 2/13/2010, his sentence is 7 years in prison under Article 89, disrupting public order in an effort to oppose the government. He is currently in Prison A20 in Xuan Phuoc, Phu Yen. 
Mr. Doan Van Cu: b. 1962. Residence:  Phu Yen Province.  He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 5 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/12/2012, he is currently in prison in Phu Yen Province.

Ms. Do Thi Hong: b. 1957. Residence: Tuy Hoa, Phu Yen Province. She is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. Her sentence is 13 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on2/14/2012, she is currently in Prison Z30A, Section K5, Xuan Loc, Dong Nai Province, and suffers from poor health.

Ms. Do Thi Minh Hanh: b. 3/13/1985. Residence:  Di Linh, Lam Dong Province. She advocates for workers’ rights and the return of properties that the government had illegally confiscated. Her sentence is 7 years in prison under Article 89, disrupting public order in an effort to oppose the government. Arrested on 2/23/2010, she is currently in Thanh Xuan Prison in Hanoi.  Her health is very poor and she shows symptoms of breast cancer.

Mr. Do Van Hoa: b.1966. Residence: Bac Giang Province.  He advocates for the return of his land that the government had illegally confiscated. Arrested on 6/7/2011, his sentence is 4 years in prison and 3 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in Nam Ha Prison in Ba Sao, Kim Bang District, Ha Nam Province, and suffers from poor health.
Mr. Duong Van Tu: b. 1967. In 1989, he converted to the Dương Văn Mình Protestant Sect in Tuyên Quang. The sect's teachings aim at helping Hmong people shed outdated customs – consistent with the Vietnamese government's New Cultural Life initiative. Mr. Duong Van Tu is a cousin of Duong Van Minh. On October 10, 2013, Ham Yen District's public security agents arrested him as he was visiting Mr. Dương Văn Minh, who was detained in Hospital 198 of the Public Security Ministry. In March 2014 he was sentenced to 21 months of imprisonment. He is detained at TK235 Prison, Xóm 22, xã Kim Phú, Huyện Yên Sơn, Tuyên Quang City, Tuyên Quang Province.

Mr. Ho Duc Hoa: b. 1974. Residence:  Yen Hoa, Quynh Vinh Subdistrict, Quynh Luu District, Nghe An. He is a Catholic from Vinh Diocese who advocates for religious freedom.  His sentence is 13 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 7/30/2011, he is currently in Nam Ha Prison in Ha Nam Province.

Ms. Ho Thi Bích Khuong: b. 1967. Residence: Nam Anh, Nam Dan District, NgheAn Province.  She advocates for the return of land that the government had illegally confiscated.  Her sentence is 5 years in prison and 3 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. Arrested on 1/15/2011, she is currently in Prison No. 5, Yen Dinh,Thanh Hoa Province.  She was repeatedly beaten in prison, suffers from poor health and has pains in her left shoulder.

Mr. Ho Van Oanh: b. 8/9/1985. Residence: Section 4, Quynh Vinh, Quynh Luu District, Nghe An Province. A Catholic, he was on the communications staff of the Redemptorist Order. Arrested on 8/16/2011, his sentence is 3 years in prison and 2 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Phu Son Prison in Thai Nguyen Province. 

Mr. Hoang Van Khuong: b. 1975. Residence: Ho Chi Minh City. He worked for papers such as Women of Ho Chi Minh City and Youth. Arrested on 1/2/2012, his sentence is 4 years in prison for attempted bribery.  He was writing articles about corrupt traffic police officers. He is currently in Chi Hoa Prison in Ho Chi Minh City.
Mr. Hoang Van Sang: b. 1962. In 1989, he converted to the Dương Văn Mình Protestant Sect in Tuyên Quang. The sect's teachings aim at helping Hmong people shed outdated customs – consistent with the Vietnamese government's New Cultural Life initiative. Seeing that the sect has attracted many adherents, the government decided to abolish it. He has been very active in protesting Vietnam's violation of basic human rights and brutal attacks on peaceful Hmong people. He refuses to give up his beliefs.  He was arrested on Oct. 10, 2013 in Hanoi. He was sentenced to 1.5 years under Article 258 of the penal code. He is detained at TK235 Prison, Xóm 22, xã Kim Phú, Huyện Yên Sơn, Tuyên Quang City, Tuyên Quang Province.

Mr. Le Trong Cu: b.10/20/1966. Residence: Quy Hau Village, Hoa Tri Subdisrict, Phu Hoa District. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/5/2012, he is currently in prison in Phu Yen Province.  His health is poor.
Mr. Le Duc Dong: b. 1983. Residence: Phu Dien Subdistrict, Phu Vang District, Thua Thien – Hue. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on2/5/2012, he is currently in prison in Phu Yen Province.
Mr. Le Duy Loc:  b. 1956. Residence: Khanh Hai Town, Ninh Hai, Ninh Thuan Province. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/5/2012, he is currently in prison in Phu Yen Province.  His health is poor.
Mr. Le Phuc: b. 1958. Residence: Dai Son Subdistrict, Phan Rang-Thap Cham Town, Ninh Thuan Province. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 15 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/5/2012, he is currently in prison in Phu Yen and suffers from poor health.

Mr. Le Quoc Quan:  b. 1971. Residence: Hanoi. He advocates for human rights and democracy, and participated in several demonstrations agains China’s violation of Vietnam’s sovereignty.  Arrested on 12/28/2012, his sentence is 2.5 years in prison and a fine of 1.2 billions in Vietnamese currency under Article 161, tax evasion. He is currently in Hoa Lo Prison in Hanoi and suffers from poor health.

Mr. Le Van Son: b. 10/20/1985. Residence: Hamlet 2, Trinh Ha Village, Hoang Trung, Hoang Hoa, Thanh Hoa Province.  A Catholic, he advocates for peace and justice. Arrested on 8/3/2011, his sentence is 13 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government.He is currently in Nam Ha Prison in Ha Nam Province.  He was beaten in prison and suffers from poor health.

Mr. Le Van Tính: a former representative in South Vietnam’s government and advisor to the Hoa Hao Buddhist Church’s Council, he joined the People’s Action Party. His sentence is 20 years in prisonfor attempting to go abroad and foment opposition to the government. Arrested on11/28/1996, he is currently in Prison Z30A in Xuan Loc District, Dong Nai Province.  His health is poor.

Mr. Le Thanh Tung: b. 1968. Residence: Soc Son District, Hanoi. He was among the first to join Block 8406. He advocates for human rights, democracy, and the return of land that the government had illegally confiscated. His sentence is 5 years in prison and 4 years of probation under Article 88, spreading propaganda against the socialist government. Arrested on 12/1/2011, he is in prison in Thanh Chuong, Nghe An.  Prison authorities frequently punished him with solitary detention under harsh conditions. His family is impoverished and he suffers from poor health.

Ms. Le Thi Kim Thu: b. 1968.  Residence: Section 3, Area 6, Vinh An Town, Vinh Cuu District, Dong Nai Province. She advocates for the return of her land that the government had illegally confiscated.  Over many years, she had been pressing her case throughout the country and had been detained many times. The most recent arrest was on 7/7/2012. Her sentence is 2 years in prison for “damaging public property”. She is currently in prison in Dong Nai Province.

Mr. Lu Van Bay:  b. 1952. Residence: Rach Gia, Kien Giang Province.  He had been detained in a “re-education camp” for 6 yearsin 1977. Later, he began to advocate for human rights and democracy and to post articles on the Internet. Arrested on 3/26/2011, his sentence is 4 years in prison and 3 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in prison in Rach Gia, kien Giang.
Mr. Luong Nhat Quang: b. 1987. Residence:  Luong Phuoc, Hoa Phu Subdistrict, Tay Hoa District. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested in March 2012, he is currently in prison in Phu Yen Province.
Mr. Ly Van Dinh: b. 1963. In 1989, he converted to the Dương Văn Mình Protestant Sect in Tuyên Quang. The sect's teachings aim at helping Hmong people shed outdated customs – consistent with the Vietnamese government's New Cultural Life initiative. Seeing that the sect has attracted many adherents, the government decided to abolish it. He spoke many times to the government's representatives to convince them that they should not coerce people to give up their belief. Arrested in November 19, 2013, in March 2014 he was sentenced to 21 months of imprisonment.

Ms. Mai Thi Dung:  b. 1969. Residence:  My Thanh, My An Subdistrict, Cho Moi District, An Giang Province. She is a Hoa Hao Buddhist. Arrested in August 2005, her sentence is 6 years in prison under Article 245 of the penal code, disrupting public order.  She is currently in Thanh Xuan Prison, Ha Noi.  She suffers from kidney stones and other ailments. Her impoverished family has difficulty in visiting to bring her minimal essentials.
Mr. Nguyen Thai Binh: b. 1986.  Residence:  Thanh Hai Subdistrict, Phan Rang - Thap Cham, Ninh Thuan Province. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested in March 2012, he is currently in prison in Phu Yen Province.
Mr. Nguyen Huu Canh: b. 1950. A Cao Dai Church adherent, he was arrested in September 2005 at the Cambodian border. His sentence is 13 years in prison under Article 91 of the penal code, going abroad to foment opposition to the government. He is currently in An Phuoc Prison in Phu Giao District, Binh Duong Province.

Mr. Nguyen Dinh Cuong: b. 2/22/1981. Residence:  Nghi Phu Subdistrict, Vinh, Nghe An Province.  A Catholic, he participated in demonstrations in support of victims of the Nghe An government’s illegal confiscation of land belonging to Cau Ram Church. Arrested on 12/24/2011, his sentence is 4 years in prison under Article 79 of the penal code, plotting to overthrow the government. He is currently in Nam Ha Prison in Ha Nam Province.

Mr. Nguyen Ngoc Cuong: b. 1957. Residence: Dong Nai Province. He advocates for human rights, democracy, and the return of land that the government had illegally confiscated.  He joined the organization Vietnam and Today’s Issues. Arrested on 3/28/2011, his sentence is 7 years in prison under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam.  He is currently in Prison T345 in Xuyen Moc, Dong Nai Province.

Pastor Nguyen CongChinh:  b. 1966. Residence:  Vinh Quang, Kon Tum Town.  An evangelical pastor, he was arrested on 4/28/2011. His sentence is 11 yearsunder Article 87, sabotaging the policy of national unity.  He is currently in An Phuoc Prison in Phu Giao District, Binh Duong Province.  They gave him frequent beatings in prison because he denied that he had committed any crime. The government has been making life very difficult for his family. He is in poor health.
Mr. Nguyen Dinh:  b. 4/1/1968. Residence: An Nien Village, Hoa An Subdisrrict, Phu Hoa. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 14 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government.  Arrested on 2/5/2012, he is currently in prison in Phu Yen Province.

Mr. Nguyen Van Duyet: b. 02/11/1980. Residence: Quynh Vinh Subdistrict, Quynh Luu District, Nghe An. He is a Catholic from Vinh Diocese who participated in demonstrations against China’s violations of Vietnam’s sovereignty and against the sham trial of Dr. Cu Huy Ha Vu. Arrested on 8/7/2011, his sentence is 6 years in prison and 4 years of probation (reduced later to 3.5 years in prison and 4 years of probation) under Article 79 of the penal code, plotting to overthrow the government. He is currently in Lam Son Prison, Thanh Hoa.

Mr. NguyenVan Hai (blogger Dieu Cay): b. 23/9/1952. Residence:  Pham Ngoc Thach, Subdistrict 6, District 3, Ho Chi Minh City. In 2008, they sentenced him to 2.5 years in prison for tax evasion.  After his release, they arrested him and sentenced him to 12 years under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam.He is currently in Prison No. 6 in Nghe An Province.

Mr. Nguyen Hoang Quoc Hung: b. 1981. Residence (temporary): 14/12 Ben Chuong Duong St., Cau Kho Subdistrict, District I, Ho Chi Minh City.  He advocates for workers’ rights and joined Block 8406. His sentence is 9 years in prison under Article 89, disrupting public order in an effort to oppose the government.  Arrested on 2/24/2010, he is currently in Prison T345 in Xuyen Moc, Ba Ria-Vung Tau Province.
Mr. Nguyen Ky Lac: b. 1/1/1951. Residence: Trieu Son Dong, Xuan Dai Subdistrict, Song Cau Town.  He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/6/2012, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in prison in Phu Yen Province.

Mr.NguyenVan Lia: b.1940.  Residence:  Kien Thanh Subdistrict, Cho Moi, An Giang Province. He is a Hoa Hao Buddhist. Arrested on 4/24/2011, his sentence is 5 years in prison, later reduced by 6 months, under Article 258, abusing democratic rights in an effort to harm the government’s interests.  He is currently in prison in Xuan Loc, Dong Nai. His health is very poor.

Rev.  NguyenVan Lý: b.5/15/1946, in Ba Binh Village, Vinh Chap, Vinh Linh, Quang Tri Province.  A Catholic priest in Hue Archdiocese, he formed Block 8406 (in 2006) and led many protests to demand religious freedom and the return of confiscated Church property. Arrested in 2007, his sentence is 8 years in prison under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in Nam Ha Prison in Ha Nam Province. His health is poor.

Ms. Nguyen Dang Minh Man, Ms. Dang Thi Ngoc Minh’s daughter: b.1/10/1985. Residence: 511 Kien Thi Nhan St., Village 3, Subdistrict 7, Tra Vinh Town. She participated in demonstrations against China’s violations of Vietnam’s sovereignty. Arrested on 8/2/2011, her sentence is 8 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. She is currently in prison No. 5 in Yen Dinh, Thanh Hoa Province.
Mr. Nguyen Tuan Nam: b. 1936. Residence: Hanoi.  A former officer in Communist North Vietnam’s army, he joined the People’s Action Party. Arrested on 11/28/1996, his sentence is 19 years in prison under Article 91 of the penal code, going abroad to foment opposition to the government. He is currently in Prison Z30A, Section 2, in Xuân Loc, Dong Nai. He is incapacitated after suffering several strokes and many other ailments. He has no relatives in Vietnam.

Mr. Nguyen Kim Nhan: b. 1949. Residence: Lang Giang District, Bac Giang Province.  He advocates for human rights and democracy. Arrested in August 2008, his sentence is 2 years in prison and 2 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam.After serving his sentence, he was released in January 2011, but arrested again on 6/7/2011. His second sentence is 5.5 years in prison under Article 88. He is currently in Prison No. 6 in Thanh Chuong Disrict, Nghe An Province.  His imporverished family has difficulty in visiting him and bringing him minimal essentials.

Mr. Nguyen Xuan Nghia: b. 1949.  Residence: Kien An District, Hai Phong City. A writer, he was a co-founder of Block 8406. Arrested on 9/10/2008, his sentence is 6 years in prison and 3 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in Prison No. 6 in Thanh Chuong Disrict, Nghe An.  He suffers from hemorrhoids and a prostate tumor.  His health is very poor.
Mr.Nguyen Xuan No: b. 1945. A Cao Dai Church adherent, he was arrested in September 2005. His sentence is 9 yearsin under Article 91 of the penal code, going abroad to foment opposition to the government. He is currentlyin Prison Z30A, Section 2, in Xuan Loc District, Dong Nai.

Mr. NguyenVan Oai: b. 6/18/1981. Residence: Quynh Vinh, Quynh Luu Disrict, Nghe An.  A Catholic, he advocates for the rights of workers in Binh Duong factories and participated in demonstrations against China’s violations of Vietnam’s sovereignty. Arrested on 7/30/2011, his sentence is 3 years in prison and 2 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Ha Nam Prison, Nam Ha Province.

Mr. Ngo Hao: b. 1948. Residence:  Phu Yen Province. Former South Vietnamese military until April 1975, his subsequentl activities resulted in a sentenc e of 15 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on 8/2/2012, he is currently in prison in Tuy Hoa, Phu Yen and suffers from poor health.
Mr. Pham Nguyen Thanh Binh: b. 1983. Residence: Ho Chi Minh City. He posted on Viet Blog articles condemning corruption, waste, and other social ills. On 4/17/2013, he was sentenced to 3 years in prison and 3 years ofprobation (later reduced to 2 years in prison and 3 years of probation) under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in prison in Ho Chi Minh City.

Mr. Pham Viet Dao: b. 1952 in Nghe An. Residence:  02 Alley 39/7/460 Thuy Khue, Buoi Subdistrict, Tay Ho District, Hanoi. A writer, he blogged on democracy topics.  Arrested on 6/13/2013, he was indicted under Article 258, abusing democratic rights in an effort to harm the government’s interests. No trial date has been set and he is being detained at a prison in Hanoi.

Ms. Pham Thi Phuợng: b. 1945. Residence: Suoi Nho Subdisrict, Dinh Quan District, Dong Nai Province. A former officer in South Vietnam’s army, she joined the For the People Party.  Arrested on                                                                                                                                                                 4/21/2010, her sentence is 11 years in prison under Article 79 of the penal code, plotting to overthrow the government.  She is currently in Prison Z30A, Section 5, in Xuan Loc District, Dong Nai.
Mr. Pham Ba Thong: b. 1962. Residence: Village 2, Phu Le Subdistrict, Ba Tri Disrict, Ben Tre Province. A Mennonite, he was arrested on 7/18/2010. His sentence is 7 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government.He is currently in Prison Z30A, Section No. 2, in Xuan Loc District, Dong Nai.

Mr. Phan Van Thu: b. 1948.  Residence: Section 10, Liem Truc Area, An Nhon, Binh Dinh. He founded the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  His sentence is life in prison under Article 79 of the penal code, plotting to overthrow the government. Arrested on 2/5/2012, he is currently in An Phuoc Prison in Phu Giao District, Binh Duong Province, and suffers from poor health.

Mr. Phan Ngoc Tuan: b. 1953. Residence: Phan Rang- Thap Cham, Ninh Thuan.  A Lutheran, he advocates for the return of land that the government had illegally confiscated. Arrested on 8/10/2011, his sentence is 5 years in prison and 3 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in Prison T345 in Xuyen Moc District, Ba Ria – Vung Tau Province.  The government has been causing major difficulties to his family’s livelihood. The impoverished family has difficulty visiting him and bringing him minimal essentials.
Mr. Phan Thanh Tuong: b. 1987. Residence:  My Thanh Tung 1, Hoa Phong Subdistrict, Tay Hoa.He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 3/8/2012, his sentence is 10 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government.  He is currently in prison in Phu Yen.
Mr. Phan Thanh Y: b. 1948. Residence: Thanh Trung, Hoa Phong Subdistrict, Tay Hoa. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/6/2012, his sentence is 14 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison T345 in Xuyen Moc District, BaRia – Vung Tau Province.
Mr.  Phung Lam: b. 1966. Residence: Tien Thanh, Dong Xoai. He joined the Democratic Party of Vietnam. Arrested in June 2010, his sentence is 7 years in prison under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in prison in Binh Phuoc.

Ms. Ta Phong Tần: b. 1968. Residence:  38/9 Hoa Binh, Subdistrict 1, Bac Lieu. A former captain in the public security forces, she joined the Free Reporters Club. Arrested on 9/5/2011, her sentence is 10 years in prison and 5 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. She is currently in Prison No. 5 in Yen Dinh, Thanh Hoa Province.
Mr. Thai Van Dung: b. 1988. Residence:  Area 4, Dien Hanh, Dien Chau, Nghe An. A Catholic, he joined the Viet Tan organization. Arrested on 8/19/2011, his sentence is 5 years in prison and 3 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison No.  5 in Yen Dinh, Thanh Hoa Province.
Mr. Thao Quan Mua: b. 1964. In 1989, he converted to the Dương Văn Mình Protestant Sect in Tuyên Quang. The sect's teachings aim at helping Hmong people shed outdated customs – consistent with the Vietnamese government's New Cultural Life initiative. Seeing that the sect has attracted many adherents, the government decided to abolish it. On behalf of the people of his hamlet, Mua tried to convince the government not to destroy the village’s collective funeral storage facility.  He was arrested on October 10, 2013 when he visited the sect’s leader Duong Van Minh in the police hospital 198 in Hanoi. He was sentenced to 18 months in prison in March 2014. He is detained at TK235 Prison, Xóm 22, xã Kim Phú, Huyện Yên Sơn, Tuyên Quang City, Tuyên Quang Province.

Mr. Tran Vu Anh Binh: b. 1975. Residence: District 3, Ho Chi Minh City. A songwriter, he composed songs protesting China’s seizing Vietnam’s Paracels and Spratlys Archipelagos. Arrested in December 2011, his sentence is 6 years in prison and 2 years of probation under Article 88, spreading propaganda against the socialist government. He is currently in the prison at No. 4 Phan Dang Luu St., Ho Chi Minh City.
Mr. Tran Phi Dung: b. 1966.  Residence:  Phu Nhien, Hoa My Dong, Tay Hoa. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/12/2012, his sentence is 13 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison Z30A, Section 2, in Xuan Loc District, Dong Nai.
Mr. Tran Huu Duc: b. 1988. Residence: Nam Loc, Nam Dan, Nghe An. A Catholic, he was arrested on 8/2/2011. His sentence is 3 years and 3 months in prison and 1 year of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison Phu Son 4, Section 3, in Phu Luong, Thai Nguyen Province.

Mr. Tran Anh Kim: b. 1949. Residence:  Vu Tien, Vu Thu, Thai Binh.  He joined the Democratic Party of Vietnam and Block 8406.  Arrested on 7/7/2009, his sentence is 5.5 years in prison and 3 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison No. 6 in Nghe An Province and suffers from poor health.

Mr. Tran Minh Nhat: b. 1988. Residence: Yen Thanh, Da Don,  Lam Ha, Lam Dong. A Catholic, he joined the Viet Tan organization. Arrested on 8/27/2011, his sentence is 4 years in prison and 3 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison Phu Son No. 4 in Thai Nguyen Province.
Mr. Tran Quan: b. 1984. Residence:  Lam Tuyen, Dran, Don Phuong, Lam Dong Province. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. His sentence is 12 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. Arrested on2/12/2012, he is currently in prison in Phu Yen.

Ms. Tran Thi Thuy: b. 1971. Residence: Secion 16, Long Thai, Long Khanh B, Hong Ngu, Dong Thap. She joined the organization Viet Tan.  Arrested in October 2010, her sentence is 8 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. She is currently in Prison Z30A, Section 5, in Xuan Loc District, Dong Nai.

Mr. Tran Huynh Duy Thuc: b. 29/11/1966. Residence: Subdistrict 13, Tan Binh, Ho Chi Minh City. An information technology professional, he advocates for human rights, democracy, and economic and social reforms. Arrested on 5/24/2009, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government.He is currently in Prison T345 in Xuyen Moc, Ba Ria – Vung Tau Province.
Mr. Tran Tu: b. 1941. Residence:  Phu Cam, Thuy Truong, Huong Thuy District, Thua Thien-Hue. A former South Vietnamese soldier, he founded the Alliance of Revolutionary Parties of Vietnam.  Arrested on 3/28/3/1993, his sentence is life in prison under Article 79 of the penal code, plotting to overthrow the government. He is in Nam Ha Prison in Ba Sao, Kim Bang Disrict, Ha Nam Province and suffers from poor health.

Mr. Truong Duy Nhat: b. 1964. Residence: 25 Tong Phuoc Pho, Hoa Cuong Bac, Hai Chau, Da Nang.  A reporter, he was arrested on 5/2/2013. His sentence is 2 years in prison under Article 258, abusing democratic rights in an effort to harm the government’s interests. He is currently in a prison in Da Nang.

Mr. Tu Thien Luong: b. 1950. Residence: Section 3, Duc Nghia Subdistrict, Phan Thiet, Binh Thuan Province. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested in 2012, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in prison in Phu Yen.
Mr. Vo Ngoc Cu: b. 1951. Residence: Trieu Son Dong. Xuan Dai Subdistrict, Song Cau Town.  He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/6/2012, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison T345 in Xuyen Moc, Ba Ria- Vung Tau.  His health is poor.

 

Mr. Vo Viet Dzien: b. 1971 in Binh Dinh. Residence:  Subdistrict 4, Cang Long Town, Cang Long District, Tra Vinh.  He joined the organization Restoration of Vietnam. Arrested on 3/4/2012 at the Cambodian border, his sentence is 3 years in prison and 3 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in prison in Tay Ninh Province.
Mr. Vo Thanh Le: b. 1955.  Residence:  Phuoc Loc 2, Hoa Thanh Subdistrict, Dong Hoa, Phu Yen. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/5/2012, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison T345 in Xuyen Moc Prison, Ba Ria- Vung Tau. His health is poor.

Ms. Vo Thi Thu Thuy: b. 1962.  Residence: Dong Hoi Town, Quang Binh. Residence: Tien Giang Province.  A songwriter and singer, he composed the songs Who Are You and Where Is My Vietnam.  Arrested in December 2011, his sentence is 4 years in prison and 2 years of probation under Article 88 of the penal code, spreading propaganda against the socialist government of Vietnam. He is currently in Prison Z30A in Xuan Loc District, Dong Nai.
Mr. Vo Tiet: b. 1952. Residence: Ngo Gia Tu St., Area 5, Phu Dong Subdistrict, Tuy Hoa Town. He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs.  Arrested on 2/5/2012, his sentence is 16 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in prison in Phu Yen.
Vu A Su: b. 1990. He follows the Duong Van Minh Sect. On Nov 24, 2013 hundreds of police officers and militia came to Na Phiao Hamlet to destroy the village’s common funeral storage facility. Mr. Su and dozens of HMong believers stood around the facility to protect it. They were beaten, chased by the police.  Mr. Su was arrested during the police raid and the storage facility was destroyed.  On May 6 he was sentenced to 2 years of imprisonment.  He is detained at the prison of Cao Bằng City, Cao Bằng Province.  

Mr. Vu Quang Thuan: b. 1966. Residence: Thai Thuy, Thai Binh Province.  He founded the Reforming Vietnam Movement.  Arrested on 1/28/2011 at Tan Son Nhat Airport, he was indicted under Article 91 of the penal code, going abroad to foment opposition to the government. No trial date has been set. He is currently in Prison B34, Nguyen Van Cu, Ho Chi Minh City.
Mr. Vuong Tan Son:  b. 1953. Residence:  Thanh Lam Village, Hoa Quang Bac, Phu Hoa.  He is a member of the unsanctioned Buddhist organization Bia Son Council for Laws and Affairs. Arrested on 2/10/2012, his sentence is 17 years in prison and 5 years of probation under Article 79 of the penal code, plotting to overthrow the government. He is currently in Prison T345 in Xuyen Moc, Ba Ria- Vung Tau Province.
