Dear Tran,
Reminder to Turn Your Clocks Back on Sunday!
Remember to turn your clocks back one hour this weekend. Daylight saving time ends at 2 a.m. on Sunday, November 6, 2011, so remember to turn the clocks back one hour before going to bed Saturday night.
This is also a good time to change the batteries in your smoke detectors to ensure they will work when you need them to keep you and your family safe.
When smoke alarms fail, it is usually because batteries are missing, disconnected or dead. According to the National Fire Protection Association, the households with non-working smoke alarms now outnumber those with no smoke alarms. Smoke alarms that are properly installed and maintained play a vital role in reducing fire deaths and injuries. As most fatal fires occur at night, by taking the time to replace the batteries in your smoke alarms, you can sleep better knowing that you've provided one of the best ways to alert those in your household should a fire occur.
Changing smoke alarm batteries at least once a year is one of the simplest, most effective ways to reduce these tragic deaths and injuries. In fact, working smoke alarms nearly cut in half the risk of injuries in a home fire. I encourage you all to change your batteries to ensure a safer home for your family.
Nominate an Outstanding District 4 Community Member
We are truly fortunate to have so many outstanding individuals in our community who dedicate their time to make District 4 a better place to live. I know there are so many remarkable volunteers who
have positively contributed to the success of our community and want to make sure they are recognized for all their hard work and dedication. I ask for your help in nominating an outstanding individual, group of individuals, company, or organization that live, work, or volunteer in our community.
Nominees must describe how the individual or group has made a positive impact to the District 4 community. Please submit your nominations to my office by December 16, 2011 by emailing district4@sanjoseca.gov.
I would like to take this opportunity to encourage residents to get more involved in their communities. I strongly believe that the involvement of residents is one of the most vital components to building a better community. I encourage residents to increase wider community involvement through participation in neighborhood groups as well as volunteer and civic engagement opportunities. We need your help and support in order to continue making the City of San Jose a great place to live, work, and play for all of our residents.
Crime Fighting Mobile Messaging Tip Service Launched by the San Jose Police Department
A mobile application is now available for iPhone and Android phone users to provide anonymous Crime Stoppers crime fighting tips, including smart phone photographs and video to the San Jose Police Department. The service, called TipSoft, allows citizens to send anonymous tips online using a custom "App" from a mobile phone. Citizens are encouraged to use TipSoft to report information about any non-urgent illegal activity, such as unsolved cases, vandalism, theft, the sale and distribution of drugs or information about crimes that are being planned in the community or in schools. This service is for reporting non-urgent tips to aid investigations, not for reporting crimes in progress. To report a crime in progress, call 911 or (408) 277-8911. For more information about this application, please click here.
Spare the Air - Season for no Burn!
The Winter Spare the Air Season began on November 1 and continues through February 29, 2012. The Bay Area Air Quality Management District (BAAQMD) would like to remind residents to be prepared not to burn wood fires at home on bad air nights. In a cold-season program aimed at protecting public health from smoke, the BAAQMD decides daily whether to issue a Winter Spare the Air advisory. The advisory triggers a 24-hour ban on burning wood in fireplaces, stoves, or outdoor fire pits. Alerts are generally announced at 2:00 p.m. and go into effect at midnight. During a Winter Spare the Air Alert, the use of fireplaces, pellet stoves, wood stoves, fireplace inserts and outdoor fire pits is illegal.
Residents can sign up for email or phone notifications of no-burn alerts. For email, please visit www.sparetheair.org. To register for phone alerts, please call 800-430-1515. Phone notifications are available in English, Spanish, Cantonese, Mandarin, and Vietnamese. Residents can also check if alerts are in effect at www.sparetheair.org or by calling the air district at 877-4-NO-BURN (466-2876). Burn rule violators receive a warning on the first offense and a fine on the second offense.

This study - concentrating on Police, Fire, and Parks, Recreation and Neighborhood Services - officially kicked off on October 24 when a team from IBM met at City Hall with various City staff.
