The Letter to The World Leaders About The Southeast Asian Sea
Address: National Assembly or Leaders of countries related to the 1973 International Treaty and Southeast Asian countries
Dear Sir/Madam,
In 1973, before withdrawing from Vietnam, the United States signed two important treaties that we can now use to counter Chinese expansion in Southeast Asia:
a- The Paris Peace Agreement of 1973 stipulated the methods of ceasefire, the general election in South Vietnam, and the method of National Concord and Reconciliation.
b- The Act of the International Conference on Vietnam, 1973, which was signed by 12 parties, stipulates that the signatories respect the 1973 Paris Peace Agreement and the sovereignty and territorial independence of Vietnam.
In more detail, the 1973 Paris Peace Agreement signed on January 27, 1973, includes 9 chapters and 23 articles. These articles stipulate that each side must cease fighting on the spot, the United States and its allies must withdraw from Vietnam within 60 days, and a General Election will be held in the South under international supervision, so that the people of the Republic of Vietnam are free to choose their leader.
The International Agreement was signed on March 2, 1973. There were 12 signatories, including the Republic of Vietnam, the United States of America, the Democratic Republic of Vietnam, the Liberation Front of South Vietnam, France, Great Britain, Canada, Indonesia, China, the Soviet Union, Poland, and Hungary.
This treaty has a total of 9 articles, and the 4th article clearly states that the signatories will respect the independence and sovereignty of Vietnam.
Based on the above agreements and attached documents, we have 5 reasons to ask China to leave the Southeast Asian Sea:
1- The Act of the International Conference on Vietnam: China committed to respect the sovereignty and territorial independence of Vietnam. Therefore, the fact that China occupied the Paracel and Spratly archipelagos of Vietnam was a violation of The 1973 Act of the International Conference that they signed.
2- The Hague International Arbitration Court on July 12, 2016, made it clear that China has no basis to establish sovereignty over Vietnam's eastern seas and islands, especially in the main nine-dash line. The passage that China has declared.
3- The map of China was drawn by the Qing Dynasty in 1904, in which the southernmost point of the map points to Hainan Island.

We are sending this letter to the governments, Congress of the United States of America, as well as the governments of the United Kingdom, France, Canada, Indonesia, China, Russia, Poland, Hungary, Japan, Taiwan, South Korea, Philippines, and Brunei, to request that you raise this issue at an international meeting to demand that China fulfills its commitments and withdraws from the two archipelagos of Hoang Sa (Paracel) and Truong Sa (Spratly) of the Republic of Vietnam.
This international conference can be convened under Article 7B of the International Conference on Vietnam in 1973 with the presence of representatives of The Republic of Vietnam.
