Nhu cầu cần có một trung tâm dịch vụ cần thiết và sẽ đươc dùng như một tụ điểm chính yếu cho những dịch vụ của Quận Hạt nhằm bảo đảm những dịch vụ nầy được cung cấp với sự phù hợp về văn hóa và ngôn ngữ của người Việt Nam.
Trung Tâm Dịch Vụ Cộng Đồng Việt Nam sẽ được điều hành hay phát họa như thế nào là do sự đóng góp ý kiến của quý vị; do đó, ngân sách đòi hỏi sẽ được dùng vào việc phát họa một tiến trình dành cho sự đóng góp ý kiến và sự hợp tác của quý vị.

Vietnamese Service Center Budget Hearing Announcement

The Office of Santa Clara County Supervisor Cindy Chavez of District 2 is proud to announce that we recently submitted a budget proposal to fund a stakeholder process in the design of a Vietnamese American Service Center. The need for a service center is high and will serve as a central location that will house the County’s many services and ensure service delivery in a culturally competent and language appropriate way.
How such a service center will look and operate is dependent on your feedback; hence, our budget request to fund a stakeholder process for your input, ideas and collaboration.
The item will be decided on June 17th at 1:30 pm at the Board Chambers located in the Santa Clara County Government Center on 70 West Hedding, San Jose 95110. Please come show support for this stakeholder process. There will be an opportunity for public comment and I hope my colleagues and I will have the honor of hearing from you.

REASONS FOR RECOMMENDATION
This inventory item is to fund the Behavioral Health Department (with the cooperation of the Social Services Agency) for the development of a Vietnamese American Service Center Model. The goal of the development is to produce a service and operational blueprint for a model Vietnamese American Service Center that will be well informed by meaningful engagement and input from community based organizations that serve the Vietnamese population, key stakeholders and local leaders as well as the various County agencies that serve Vietnamese Americans. Such agencies will include, but not be limited to, the Department of Family and Children Services, the Department of Employment and Benefits Services, the Department of Aging and Adult Services, the Public Health Department and the Behavioral Health Department.

According to the 2010 United States Census Data report and the 2010 United States Census Bureau’s American Community Survey, Vietnamese Americans continue to struggle with linguistic isolation and remain particularly vulnerable to mental and physical ailments. Over 85% of Vietnamese Americans who responded to the 2010 Census questionnaire speak a language other than English at home and 51.5% identified as not speaking English “very well.” Moreover, the 2011 Santa Clara County Public Health assessment, “The Status of Vietnamese Health,” introduced by Supervisor Cortese, concluded that Vietnamese Americans still face prolific barriers to accessing County services, information and awareness.

The development plan funded by this inventory item shall employ an effective outreach plan to engage meaningful community input as it is crucial to the design and function of an ethnic specific service center geared towards a particularly insular community. The community engagement plan will have to overcome language barriers and exemplify cultural competence in its implementation. Such a plan shall necessitate an investment of time to build relationships with key stakeholders and maintain consistent dialogue with community members through the use of town hall discussions, providing appropriate assembly space to facilitate focus groups, surveys, and fostering cultural and community functions.

The resulting product provided by the Behavioral Health Department will be a detailed service and operational model for a Vietnamese American Service Center. The Behavioral Health Department (and the Social Services Agency, where appropriate) will periodically report on the status of the development of the Vietnamese American Services Center model to the Board’s Children, Seniors, and Families Committee.

BACKGROUND

Santa Clara County is home to more than 120,000 persons of Vietnamese ancestry, making it the second largest Vietnamese population outside of Viet Nam. This is a dynamic community that has contributed to the growth and economic development of the County. However, the community still contend with issues of unmet needs and accessibility of County services because of cultural and language barriers.

Despite the success of Vietnamese Americans at the helm of politics, business, and education, approximately 13% of families currently live below the poverty line and a substantial segment live on the fringes of poverty. Vietnamese Americans have a 1 in 4 chance of achieving a college education and less than .5% of the population ever attain a graduate level degree.

Vietnamese American women have the highest rate of cervical cancer in the United States being 5 times more likely than any other ethnic and racial group to have the diagnosis. 1 in 8 Vietnamese Americans carry the Hepatitis B virus as compared to 1 in 1000 of the general population. Vietnamese adults are diagnosed with liver cancer at four times the rate of adults in the County as a whole. And more Vietnamese adults have been diagnosed with diabetes than all Asian Americans, Pacific Islanders, and Caucasians in the County as a whole.

The Vietnamese American community continues to grapple with daunting health and socio-economic challenges aggravated by language barriers, cultural and generational gaps that can be substantially alleviated with a service center model created in collaboration with the community to address these and other challenges.
